泰前街道机构和人员编制管理工作整改方案

 

今年来,我街道在区委、区政府的正确领导和上级业务部门的大力支持下,顺利完成了各项机构和人员编制管理工作。20171月,区编办考核组到泰前对机构编制工作进行了现场考核,根据考核结果和现场反馈意见,街道认真组织讨论分析,结合实际,特制订如下整改方案:

一、指导思想

按照市、区编办的工作部署,立足街道实际,围绕中心,服务大局,突出重点,认真贯彻落实上级关于加强机构编制管理的各项政策规定,进一步规范机构编制工作,为街道经济发展和社会进步提供强有力的体制机制保障。

二、存在问题

根据考核组现场反馈意见和考核结果,街道在机构与人员编制管理方面主要存在以下几个问题:一是机构编制统计资料未归档;二是内设机构及下属事业单位不按规定配备中层干部;三是实名制管理信息系统个别人员信息维护不完善;四是事业单位业务范围清单化管理工作有待加强;五是机构编制信息宣传工作有待加强。

三、整改措施

针对考核中存在的问题,街道组织相关工作人员进行了认真学习讨论,针对问题,全面剖析,重点从以下几个方面进行整改:

1、强化编制档案管理。针对机构编制统计资料未归档问题,我们及时与编办相关科室对接复印了2017年度机构编制年报,并及时进行了归档。在今后的工作中我们将加强业务学习,将需要归档的资料及时整理归档,保证档案资料的完整性。

2、规范人员编制管理。严格执行机关事业单位用编和人员编制管理相关政策规定,不折不扣地落实上级和文件要求,合理配置中层干部职数,对街道所有在编及编外人员认真实行规范、统一管理,确保街道机关和各事业单位人员编制管理规范有序。

3、维护实名制管理系统。实行“专人、专机、专用”,设专职工作人员,配置专门内网机,按照区编办要求,定期对机构编制信息系统内街道机构、单位和人员信息进行核对、修改、更新完善,确保数据准确、完整。针对此次考核中个别人员信息维护不完善问题,我们及时采集了缺失的信息,待实名制管理信息系统开通后将第一时间进行信息维护,确保各项人员信息完整准确

4、推进业务范围清单化管理。针对事业单位业务范围清单化管理工作存在的问题,街道再次对财政管理中心和社区卫生服务中心业务范围清单进行全面梳理,构建宗旨和业务范围清晰、服务高效、监管有力的事业单位管理体制和运行机制,努力提高街道事业单位公益服务水平。 5、加强机构编制信息宣传。切实强化相关人员信息宣传责任意识,明确相关职责及报送要求,坚持定期报送信息。不断强化创新研究、发掘工作亮点、总结特色经验,努力提升机构编制信息宣传工作水平。
